BYLAWS of the
OKLAHOMA INSTRUCTIONAL MATERIALS SECTION
of the NEW AND RELATED SERVICES
of the OKLAHOMA ACTE
ARTICLE 1: NAME
The name of this organization shall be the Oklahoma Instructional Materials (OKIM) section of New and Related Services (NRS) of the Oklahoma ACTE (OkACTE).
ARTICLE 2: PURPOSE
2.1 To provide representation for those individuals and/or groups who are interested in any aspect of curriculum.
2.2 To develop high professional attitudes, standards, and competencies among those engaged in the programs and services represented by the OKIM, NRS, OkACTE, and the Association for Career and Technical Education (ACTE).
2.3 To encourage OKIM and its members to assume and maintain an active leadership role in shaping and implementing local, state, and national policies relating to the development, promotion, and distribution of curricula and print/nonprint instructional materials.
2.4 To foster and promote professional and informational linkages among the members of the OkACTE who are developing, or are interested in developing, curricula and print/nonprint instructional materials.
2.5 To promote cooperative relationships between OKIM members and deliverers of instruction in order to meet their curricula and print/nonprint instructional materials needs.
2.6 To encourage curricula and print/nonprint instructional materials development efforts among Oklahoma career and technology training institutions, educational institutions, and/or other agencies.
2.7 To encourage dissemination and sharing of the products of curricula and print/nonprint instructional materials development efforts among Oklahoma educational institutions.
2.8 To recognize outstanding members and accomplishments.
ARTICLE 3: MEMBERSHIP
3.1 A member is defined as an individual who maintains good standing in the ACTE, OkACTE, and NRS, and who subscribes to the purposes in Article 2.
3.2 Section dues shall be $10.00 annually.
3.3 The annual membership period shall be from August 1st to July 31st.
ARTICLE 4: OFFICERS
The officers of the organization shall be a President, President-Elect, Secretary/Reporter, Treasurer and the Immediate Past President. These officers, in addition to the OKIM Advisor, will constitute the Executive Committee.
4.1 The President shall:
4.1.1 Preside at all meetings of the OKIM Section.
4.1.2 Serve as Chairman of the OKIM Executive Committee and as ex-officio member of all Section committees, with the exception of the Nominating Committee.
4.1.3 Appoint members to various committees.
4.1.4 Provide written authorization to the Treasurer prior to the disbursement of funds.
4.1.5 Serve on the NRS Executive Committee as the OKIM Sectional Vice-President.
4.1.6 Serve on the OkACTE Advisory Committee as the OKIM Sectional Vice-President.
4.1.7 Carry out the general purposes of the OKIM, NRS, OkACTE, and ACTE. Perform such duties as directed by the Executive Committee.
4.2 The President-Elect shall:
4.2.1 Preside at all meetings in the absence of the President.
4.2.2 Serve as the program planner for OKIM meetings.
4.2.3 Make arrangements for all needed honorariums and gifts.
4.3 The Secretary/Reporter shall:
4.3.1 Prepare minutes of all business and Executive Committee meetings, distribute agendas, and handle general communication matters.
4.3.2 Prepare and distribute copies of the minutes of all recorded meetings to the Executive Committee members for corrections before the next Executive Committee meeting.
4.3.3 Provide copies and/or read the minutes from the previous Section meeting to the membership of the OKIM Section during scheduled meetings.
4.3.4 Maintain a current roster of members.
4.3.5 Produce the OKIM newsletter.
4.3.6 Submit articles to the Division newsletter.
4.3.7 Submit articles to the professional organization's newsletter.
4.3.8 Produce media releases for local media (awards, officer elections, etc.)
4.3.9 Be responsible for taking photos at section meetings and activities.
4.3.10 Be responsible for maintaining the section's website, keeping it updated regularly and posting new information as needed.
4.4 The Treasurer shall:
4.4.1 Be responsible for receiving and accounting for all OKIM funds.
4.4.2 Disburse funds upon written authorization of the President. Such disbursements shall be accompanied by a receipt or written voucher.
4.4.3 Maintain financial records and present financial reports on request of the Executive Committee and to the membership at scheduled meetings.
4.4.4 Prepare a proposed annual budget to operate from September 1 through August 31.
4.4.5 Be available to answer questions during the annual financial review.
4.5 The Immediate Past President shall:
4.5.1 Serve as Chair of the Nominating Committee.
4.5.2 Provide guidance and assistance to the OKIM President as requested.
4.5.3 Perform such duties as directed by the Executive Committee.
4.6 The Advisor shall:
4.6.1 Be an appointed position made by the State Director of CareerTech. No limit to the term of office is specified.
4.6.2 Be an employee of the Oklahoma Department of Career and Technology Education.
4.6.3 Serve as a non-voting member of and in an advisory capacity to the Executive Committee and general membership of OKIM.
4.6.4 Monitor state, regional, and national activities related to the OKIM Section and keep the Executive Committee informed of these activities.
4.6.5 Provide guidance and leadership in identifying and meeting the professional needs of the OKIM Section.
4.6.6 Work in a liaison capacity prior to meetings to ensure coordination of Sectional schedules.
4.6.7 Appoint a committee of three or four members to conduct an annual financial review.
4.7 Election of Officers
4.7.1 An election of Officers, with the exception of President and Immediate Past President, shall be held prior to or during the annual summer conference of the Oklahoma Association of Career and Technical Education.
4.7.2 In the event that the President cannot complete his/her term of office, the President-Elect shall become the Acting President and shall assume the office and continue to perform the duties of the President-Elect and shall serve out the remainder of the term as the President.
4.7.3 To replace any other elected officer, the Executive Committee will determine if the vacancy should be filled before the next regularly scheduled election. If the Executive Committee feels the office should be filled, they will ask the Nominating Committee to notify the membership of the vacancy. Nominations will be solicited from the membership. Elections will be held via mail, e-mail, or at the next regular meeting, whichever method is the most expedient to fill the vacancy. The newly elected officer will fill the remainder of the former officer's term.
4.8 Term of Office
The term of office for each Officer, with the exception of the Secretary/Reporter and the Treasurer, who shall each serve a two-year term, shall be one year commencing with the annual installation of Officers, and ending with the installation of new Officers.
4.9 Non-performing Officers If an officer is not fulfilling the duties of his/her position, any member of the executive committee can call for a vote of the entire executive committee to remove the non-performing member from office. If the committee votes to remove the member from office, the vacated office will be filled according to section bylaws.
ARTICLE 5: COMMITTEES
5.1 There shall be an Executive Committee consisting of the President, the President-Elect, the Immediate Past President, the Secretary/Reporter, the Treasurer, the Advisor, the OKIM member of the ODCTE Conference Planning Committee (ad hoc appointed member), and any subsection not represented. Based on the diversity of the membership, the Executive committee also has the option to appoint other general members. The Executive Committee shall be the administrative body of the OKIM Section and shall be empowered to transact business on behalf of the section. This committee is also responsible for planning all general membership meetings and other activities as well as evaluating and making recommendations regarding committee proposals to be submitted to the general membership.
5.2 A Membership Committee, appointed by the President, shall be responsible for promoting the Section and for recruiting members.
5.3 A Nominating Committee, appointed by the president and chaired by the Immediate Past President, shall be responsible for promoting a slate of candidates and for providing ballots for the election of various officers at the next annual election.
5.4 An Awards Committee, appointed by the President, shall be responsible for the OKIM Section awards program.
5.5 Ad Hoc committees may be formed and members appointed by the President.
ARTICLE 6: MEETINGS
6.1 Membership meetings
6.1.1 The OKIM Section shall meet during the annual summer conference of OkACTE. Additional meetings may be called by the Executive Committee with 30 days notice to the membership.
6.1.2 An official meeting of the OKIM Section shall be held at the summer conference. A quorum shall consist of 51% of the membership. The Executive Committee may call meetings at the written request of at least 10 members.
6.2 Committee meetings
6.2.1 Committee meetings shall be called by the Chair. If the Chair is absent or neglects to call a meeting, the committee will meet on the call of any two of its members.
6.2.2 A simple majority of a committee's members shall constitute a quorum at all meetings.
6.2.3 Committee reports shall be provided by the Chair to the OKIM Section President, Executive Committee, or membership upon request.
ARTICLE 7: AMENDMENTS TO THESE BYLAWS
7.1 The Bylaws may be amended or revised at any meeting of OKIM Section by a two-thirds vote of all members present, provided the amendment(s) has/have been submitted in writing to the Section President at least 35 days prior to any scheduled meeting. The Executive Committee shall submit any properly received amendment(s) to all OKIM Section members at least 30 days prior to any scheduled meeting. Proposed revisions become operative upon approval by a two-thirds vote of the members present at any OKIM meeting.
ARTICLE 8: PARLIAMENTARY AUTHORITY
Robert's Rules of Order shall govern any provisions not explicitly covered by the Bylaws of the OKIM Section.
ARTICLE 9: DISSOLUTION OF THE OKLAHOMA INSTRUCTIONAL MATERIALS SECTION
In the event that the OKIM Section is dissolved, all assets remaining after payment of outstanding debts and obligations shall be transferred to the NRS of the OkACTE.
